I'm posting this in the bug section of the forum because I've seen this happen many times and I truly believe it is a flaw in the clock management logic of the game. First, here is the link to the clock management in question:

We have the ball in Dallas territory with :47 left in the first half, and we have all 3 timeouts remaining. We complete a pass inbounds to the Dallas 13 yard line, but instead of calling timeout and getting another play or two to try to score a touchdown, the FG unit runs out onto the field with no time out called. On the next play, as the clock ticks down from :03 to :02 left in the half, we kick a FG.
This is not right. When a team has a opportunity to score a TD before halftime and has all three time outs left, I can't think of a justifiable scenario where the team doesn't try to maximize the possession and use the timeouts to try to get 6 points instead of three. Unless I am oblivious to some setting that controls this, I wish to report this as a bug and hope that it might be investigated further.
